Patrick Starr is Executive Vice President of the PA Environmental Council. He is responsible for integrating PEC's program activities statewide. PEC is a leader of regional-scale trail planning and collaborates with dozens of trail sponsors, most notably, the Circuit Trails, metropolitan Philadelphia’s trail network.

Patrick is PA Vice Chair of the Circuit Trails and helped create it. PEC was instrumental in obtaining a TIGER grant for $23 M that constructed ten Circuit segments in Philadelphia and Camden which launched the Circuit Trails collaboration.
